Signalling & Control Ltd.

 

Company for Engineering: Signalling & Control Ltd. was established on 11.10.2006. year. Director of the company is Dr. Dejan Lutovac, grad.el.eng.

The Company has licenses of Ministry of civil, traffic and infrastructure, Republic of Serbia, as follows:

  • P141E4 - Projects of control, automation, measurements and regulation for public railway infrastructures with connections;
  • I141E3 - Realization of telecommunication networks and systems for public railway infrastructures with connections.

Besides the design and realization of the numerous projects, the company, also, completed the technical examination and acceptance (for the purposes of put in operation and gaining permission for use from the Ministry) of the safety signalling and telecommunication equipment on the following projects:

  • Reconstruction of the Southern parts of the infrastructure objects of railway lines of Republic of Srbia of total length   of 46.497 m, on the European corridor 10:
    • Part of the line 1: "Vinarci Đorđevo" (object 2.2.1) from km. 282+285 to km. 297+300, length of 15.015 m
    • Part of the line 2: "Vranjska Banja" (entrance) "Ristovac" (entrance) (object 2.2.2) from km. 347+612 to km. 365+335, length of 17.723 m. 
    • Part of the line 3: "Bujanovac Bukarevac" (object 2.2.3) from km. 373+352 to km. 387+111, length of 13.759 m.                   
  • Reconstruction by the main repair of the railway line "Resnik" (exit) - "Valjevo" (exit) from km. 0+425 to km. 78+050, length of 77.625 m, on the railway main line (Beograde) "Resnik - Vrbnica" - Border with Montenegro (km. 0+000 to km. 287+438, total length of 287.438 m.).
    • Part of the line 1: "Resnik" (exit) - "Vreoci" (exit) from km. 0+425 to km. 37+836,11, length of 37.411,11 m;
    • Part of the line 2: "Vreoci" (exit) - "Valjevo" (exit) from km. 37+863,11 to km. 78+050, length of .186,89 m.

Basic work fields of the company are: development, production, installation, testing, putting into the operation and maintenance of signalling safety and electronic devices with system for diagnostic with appropriate software.

The Company has accomplished: design, development, production, external certification, delivery and installation of the following own products and systems:

1. EI – Electronic Interlocking, electronic safety system for a railway station, which protects the traffic inside the railway station and between the adjusted stations (APB and permissive work) and has the safety integrity level SIL4 in accordance with CENELEC railway standards;

2. EMMI – Elektronic Man (Human) Machine Interface, electronic control and monitoring system for the electro-relay interlocking systems for railway stations;

3. EAC – Electronic Axle Counter with the detection of the continuity of the rails, which provides the detection of the occupancy of the tracks and has safety integrity level SIL4 in accordance with CENELEC railway standards;

4. ELC - Electronic Level Crossing, electronic system that provides the traffic security on the railway level crossings and has safety integrity level SIL4 in accordance with CENELEC standards;

5. ERC – Electronic Rail Contact – single and double (safety, 2 out of 2, or available 1 out of 2), for punctual(replacement of MRC – Magnetic Rail Contact), i.e. short range (replacement of audio-frequency short track circuits) detection of railway vehicles;

6. EMUMZ – Electronic Mobile Equipment for Entrance Signals Dependency (simplified station interlocking), which provides the safe entrance of a train to the railway station and has the safety integrity level SIL4 in accordance with CENELEC railway standards;

7. EGS – Electronic points heating system, which represents nowadays electronic automation system for Points heating with possibility of automatic turning on and off depending on environmental conditions;

8. Electronic modules for safety signalling and electronic equipment (indication panels, fleshers, current detectors, classical and safety timers, thermostats, relay modules, interface modules, lighting protection modules, GSM modules, etc.).

Computers of German company HIMA Paul Hildebrandt GmbH, which have the highest safey integrity level SIL4 in accordance with CENELEC railway standards are used for realization of all safety signalling equipment. For EI, EMMI, EAC, ELC, ERC and EMUMZ the Company has Acceptance For Use Certificates for Serbian Railways network issued by the authorized institution: Directorate for Railways of Republic of Serbia.

Until now five EMMI systems are installed and commissioned and put into the operation on Serbian Railways (relay interlocking systems SpDrS64-JZ from Siemens AG) at the following railway stations:

  • New Beograde,
  • Batajnica,
  • New Pazova,
  • Old Pazova,
  • Golubinci.

Electronic Level Crossings - ELCs are installed at the following level crossings:

  • "Kovinski" in Pancevo, km. 2+231, industrial railway line of "Rafinerije nafte Pančevo", NIS;
  • Belgrade water front, Belgrade, km. 0+411, main railway line "Beograd - Beograd Donji Grad - Beograd Dunav" Serbian Railways;
  • "Alibunar" in Alibunar, km. 48+705, main railway line "Pančevo - Vršac", Serbian Railways;
  •  "Veliki Crljeni" in Vreoci, km. 26+700, double track of the industrial railway line "TENT Obrenovac - Vreoci", EPS;
  • "Bulevar Boris Trajkovski" in Skopje, km. 0+536, industrial railway line of  "Cementare USJE", Skopje, Former Yugolslavian Republic Macedonia;
  • "Stražara 1" in Subotica, km. 129+545, main railway line: Vinkovci - Bogojevo - Sombor - Subotica, Serbian Railways.

Until now the following ERC are delivered, installed and commissioned and put into the operation on Serbian Railways (relay level crossing system Fü60 and interlocking systems SpDrS64-JZ from Siemens AG):

  • 116 double ERC devices, in safety 2 out of two configuration as the switch-on and switch-off elements for the level crossing systems for Serbian Railways.
  • 26 single ERC as short track circuits or 80 m contacts for Serbian Railways.
  • multiple single ERC as switch-on and switch-off elements for Electronic Level Crossing ELC.

Electronic Axle Counter equipment is installed as a part of the level crossing system at "Veliki Crljeni in Vreoci, km. 26+231, double track of the industrial railway line "TENT Obrenovac - Vreoci", EPS.

Through the long-years contractual business-technical cooperation with company Siemens Ltd. Belgrade, which beside the engineering, includes cooperation on: design, production, testing, delivery, installation, field examination, testing and commissioning and maintenance, the following safety signaling devices and systems for railways are realized:

1. Economical computer-based level crossing controller of type LCLC-DL2000;
2. Long Frequency-operated Track Circuit of type LFTC-DL2000;
3. Short Frequency-operated Track Circuit of type SFTC-DL2000;
4. System for Diagnostic of Regular Events, Failures and Disruptions for Economical Level Crossing System LCLC-DL2000.

In cooperation with Siemens Ltd. Belgrade, numerous contract in field of level crossings with systems for diagnostic, registration of regular event, failures and disruptions, based on turn-key principle are realized. The contracts included the main lines of Serbian Railways and the industrial lines ("Cementara TITAN Kosjerić"), and needs of Siemens AG, Braunschweig, Germany and Siemens AG, Austria. Significant number of the Frequency-operated Track Circuits is, also, delivered, installed and commissioned inside mentioned projects, as well as, through separate deliveries for mentioned customers. In total, 15 complete level crossing systems and about 300 electronic frequency-operated track circuits are delivered, installed and commissioned.

The company has a long-years contractual business-technical cooperation with relevant national companies in order to achieve complete realization of the turn-key projects. The cooperation includes subcontracting in production, testing, delivery, installation in the field, testing and commissioning and maintenance of safety signalling equipment for railways.

The Company works under Certified Quality System ISO9001:2015.

The Company is interested in mutual beneficial cooperation with domestic and world-wide companies in the aim to deliver electronic safety signalling equipment and systems for the regional and world-wide railways.
